Its just another form of control, unnecessary directly but indirectly allows governments to slowly and methodically turn us into the the sheep that we are. If you accept a small thing, then you will accept the next step up from that, incrementally until eventually, you thinking of a naked woman will result in your arrest and castration.

In America and some parts of the west, it's primarily because of our puritan views on it. Hilariously, we have a lesser standard when it comes to violence.
