It's not that they can't do that, it's that they cannot capture the audience from the 90s ever again. The amount of people willing to watch a TV show these days is kinda low compared to the 90s. Now they gotta compete with the internet, and they're losing. Losing big. Roseanne got everyone excited because it was a show from the 80s/90s that people were fond of. I think they're all fairly self aware that the show only worked in a specific mid/late 90's - early 00's bubble and bringing it back would likely flop pretty hard. They all seem fine with leaving the show as is. Also to people mentioning Seinfeld, there's no chance, there's no desire to do it. NBC wanted them to still keep making it and they decided themselves to end it while they were still at the top of the ratings and well received.
