I'd call some type of security/law enforcement if the animals are there for too long. We dealt with people like that in my previous job. Once we found out who they were, they were asked to leave and keep the pets at home.

I've been in this situation before....the correct answer is "call the police, then break the window". It was over 90 degrees and the dog was already looking lethargic, the 911 dispatch told me I was ok to break the window and an officer was en route.

Depends on the weather. If it is hot and the inside of the car is most likely like an oven I would get concerned. If not above 80 degrees F I would just mind my business
