You're not going to have a game with dozens of recruitable characters without some filler. You're going to get characters with a relevant role to the story, like Flik and Viktor, some who play their part and then take a backseat, like Hix and Tengaar, some with side content, like Clive, and some who exist to fill space, like Killey and Anita. Granted, recurring characters might have a larger role in one game than another.
