Maybe the operator thought it was a prank call? that and "I'm in pain" doesn't really tell you much.

A former Samu worker pointed out that out of 100 calls, only 10 to 20 were real emergencies, with the majority being people who are drunk, anxious or want someone to talk to. "We're constantly afraid of being wrong." This bit here is important. It's easy to hear this sort of thing and see the aftermath and make judgements. But when you take hundreds of calls a day and only about 10 are actual emergencies. it's easy to think that this one is one of the many false alarms or people who are just calling because they have a tummy ache. saying "im going to die" is a hyperbole that many people use when in pain and it's easy to think they are just being dramatic. --- LoL summoner: Vejitables Wanna know why me rogers so jolly? hehe ... the recording shows her trying to ask the women what is wrong. the women doesnt sound "weak" she sounds high as a kite. she isn't answering questions and she doesnt sound in distress to me. It makes sense if you get lots of calls like that to answer them by giving them a number to a non emergency line.

well idk how things are there in france, but calling 911 with a non emergency is considered a crime in the US. though plenty of people still call in over things not exactly an emergency (but still medical in nature) but their punishment is getting slapped with the ambulance bill I suppose
