The move Hurricane actually has a good chance to cause Confusion, so my headcanon for that is that the Pokemon is so dizzy from the attack that it might end up tripping and falling.

I always imagined them tripping up when it happens, but for some, that still doesn't work. It also fails to answer why the pokemon's Attack stat matters in regards to Confusion damage. Maybe running into a wall or tree or rock or something. I really don't think there is one single right answer.
