Age of Ultron feeds directly into Ragnarok with some certain Thor scenes - so the correct order would definitely be Thor 2 - Age of Ultron - Ragnarok. The odd thing is that Age of Ultron doesn't point to Ragnarok at all.

Nah, not really. The only thing Civil War needs Ant-Man for is introducing the character for one fight, which could have really been done without a solo movie.

The Loki/Odin thing is a pretty important plot point for Ragnarok, so even if you feed the line through Ultron first, it's pretty important to connect one of those to Ragnarok.

Oops, I did forget Age of Ultron. I knew I was forgetting at least one movie... and when I remembered Thor I popped it in and called it a day. Whoops. I agree it goes in the good tier.

I give Cap 1 a lot of credit but I think it's right where it should be. Those are all good movies... they just don't fill me with awe like the QUALITY tier. Doctor Strange is the same way. It had great visuals, the end sequence with Dormammu was great, Cumberbund really filled in the role... but ultimately the stuff with Kaecilius all felt really generic. I think Ant-Man is really good too but basically no origin story blew me away in the same way that Iron Man did. That's why Iron Man kinda has it's own tier. It's the standard films really need to beat for me. Iron Man 1 was just so good in it's own way, but isn't a perfect movie. It's the movies that really knock things out of the park and wow me that go above it - being a good origin movie isn't good enough to be better than Iron Man.
