It would have been gil farmed to death already anyway, especially with the basic slave systems they had setup (indentured servitude). In fact, they already had all the power anyway, and if they had just kicked back, it wouldn't matter who took control of the fortune, since they were basically in control of everything you had to have to play the game etc.

Also they had been searching for years, with so many people and so many resources (Based on the books), and been playing the race as well in the movie, but never figured out how to pass it? Every possible scenerio would have been played out thousands of times by then, including the winning one which was super simple.

No matter what the solution to a problem, if you attempt it enough times, you eventually will try every possible combination and solve it. In the movie though, everything was shown on video, so as soon as even one person solved/won the race, EVERYONE would know how.
