If it's a trophy or elite accomplishment or significant specialty match situation. It can be flexible
Like personally I would count edge winning mitb as one thing, but also give him credit for cashing in and then bump value of that slightly for it being the first ever in both and against super cena. But I would only use that to justify like why I would give him an edge against someone close to him in comparison. If you count TNA, Sting + Flair is also 30 World Titles depending on your True Flair count. Mine is 18.

Well you wanna argue drawing power, Sting probably barely ever drew a dime, and Trips claims are dubious but exist for 2002-2005 at least and this becomes who was the superior box office draw between Flair and Cena and by how much which isnt a question i feel qualified to answer.
