Check your brake switch. If it's an automatic, check your neutral safety switch, too.

according to the wiring diagram, if it were the switch then both rear brake lights would be out. instead it's just the right/passenger side

it's a regular 7440 socket. 2002 Civic. contacts seem to be in good shape, though it's hard to tell since they're recessed in plastic

Do you have a test light to test it? Make sure you have power at the contacts?

That's your next step, I think - with the e-brake in place, make sure you have power to the socket (test at the contact itself, then backprobe the wires to it). If you have power to it, check ground with the test light in the same manner.
