You don't see dramatic decreases in crime without dramatic consequences for the crime. If rapists started getting flayed you'd see a dramatic drop in rape, but then you'd get another problem somewhere else so it's always begging the question. You have to take several things into account, you can't just look at it like "rape is bad." Cuz at the end of the day the crime statistic is still out there and some unlucky person is going to get it unfortunately.
