Technically they would so if you already voted for the wrong option by mistake just fill out one of the reconstituon forms on the main page and you can make the proper selection

No, any console I play today runs on discs, downloads, or cards

Pretty sure DS and Switch games are considered cards.

No option for both N64 and 16 bit games?

I voted for 16 bit games even thought I still play my N64 from time to time.

Functionally, there isn't one. You put the game in and it works. Cards are more technologically advanced, though. They're smaller, have larger storage capacity, use different types of memory, and are generally constructed much differently.

Physical media as a whole has undergone such a transformation in the last three decades that it makes sense that the terminology had changed. Video games are no exception.
