For the catch rule, the requirement to maintain control of the ball throughout the process of going to the ground no longer applies. The new rule establishes three elements of a catch: control, in bounds and a "football move."

A football move, will be an act such as a third step, a reach toward the line to gain yardage or the ability to perform such an act. On-field officials will be required to judge whether it occurs.

I think this is great. Hopefully there will be much less controversy over what is/isn't a catch from here on out.

So they don't have to maintain control going to the ground, but control is still a factor of a completion. This will end well.

This rule seems better than the old one, I've come to the conclusion that the problem is not so much the rule as replay itself. In the absence of concrete physical rules (like "if the ball breaks the plane, it's a touchdown"), any and all things that require interpretation (like "control") will be analyzed and scrutinized down to the frame in ways that will make controversial things that no human could ever judge in real time. You see this in other sports, too.

A return to the "irrefutable evidence" standard for overturning calls would help. Set a time limit on reviews, and if the ref hasn't seen clear reason to overturn a call by the time it's up, the ruling stands.
