My mom has a habit of carefully removing stamps from evelopes she receives and reusing those stamps when she sends letters by gluing them on her enveloppes. That cant be legal can it? Is there a fine or something if we get caught? Im kind of worried

This. If you try reusing a stamp that's already been marked, it will just be returned.

The postmark doesnt always cover all the stamps so some of the stamps have no trace of it

A mail-collector picking up a piece of mail in Oregon, with a return address in Texas, is likely to catch on a bit sooner.

They won't mail it out of the city at all. It has to be verified as such before it leaves the local post office.

If it has not been stamped, is basically no way to tell afaik. At least I get plenty of mail in Britain where I could theoretically reuse the stamp again.
