Steve has his mouth and eyes exposed, forehead covered. Bucky has his mouth covered and eyes painted black while forehead exposed.

It's a nice symmetry, but also the symbolism. Cap's helmet represents protection while Bucky has a muzzle to keep him silent and anonymous and on a leash.
