It was always the full game, only with a progression blocker in place to prevent you from getting past the first chapter.
Of course, some genius decided to put that progression blocking code at the *end* of the install, so if you started the game before it was fully downloaded and made it past the blocker before the install finished, on you go! That said, I imagine people who did this will run into some problems because the localization isn't finished. You'll probably stumble across some Japanese text.
