There are lots of silly things like that in Gen 1

There are several pokemon that get no STAB, like Pinsir

I thought there was Slash. It's pretty good given how crits work in gen 1.

There's certainly nothing that can be super effective though.

Scyther had no decent attacks except for Slash, Double-Edge, and Hyper Beam.

It also had no STAB attacks until Yellow, which was Wing Attack which only has a 35 BP in Gen 1.
