GPU prices go down next month meaning that I could have built a high end computer for $800 instead of buying a prebuilt for $1,200.

Get 3x 960 evos and run them in raid 0. Just make sure you get a Mobo that supports it

GTX1060 or GTX1070? I'm kind of on a budget, but I don't want to miss out on not being able to play games on high settings.

Its almost impossible to not get fleeced buying a computer, if youre going to use it for more than internet browsing.

If its for games (trigger warning), youre better off with a console. PC gaming is not user friendly and it takes way too long to get everything ready.

SSD = Solid State Drive. It's a newer, faster type of storage drive that is definitely worth having. Installing your operating system and most programs on a SSD and having a separate, larger hard drive for storing stuff is a good basic setup.
