The cop gets out to shoot him, but then other cars plow into them and start piling up and the cop car ends up getting flipped over, explodes, and causes nearby cars to explode, before you know it it's a graveyard of burning cars and bodies. I didn't even do anything to cause it. I was just standing there watching. I guess Rockstar was trying to make them as much like American cops as possible.
