I almost got hit by a police car, because I apparently went when I shouldn't have at a 3-way stop (?) and the cop had to slam on his brakes to avoid hitting me.

I kept going without a ticket. Maybe he was just tired because it was 1 am and he wanted to go home, maybe he just saw a dead person and didn't gaf. Maybe the cop was in the wrong. Hell, I still don't know. I thought yellow flashing lights meant everyone stops. I didn't see anyone else waiting, so I went.

Flashing yellow is caution, flashing red acts as a stop sign.

Yellow flashing means proceed with caution. Red flashing is treated as a stop sign.

It shouldn't have been yellow flashing in every direction. Maybe he had a red flashing and he was at fault.

I actually really get annoyed by people who think that yellow flashing lights mean stop. And people who blow through blinking red lights. Or basically anyone who doesn't know the most basic of traffic rules

Caution means you should yield to the main flow of traffic, which essentially means stopping which you should on many caution turns anyway since your side's are probably going to be obscured by buildings or whatnot all the way up to the actual turn.

There are exceptions here. There is a firehouse and it's outlet is on a non intersection main street with a constant caution yellow. You wouldn't stop in the middle of that unless a fire truck was obviously barreling out.

That's true that caution means stop to the main flow of traffic. But normally, at an intersection, one direction will have flashing yellow, while the other has flashing red. And in that case, while you should use caution, you wouldn't have stop at the yellow, as you have the right of way...
