You already messed up. You should have said "do you want to go do X on Saturday <insert day here>" like, try to make plans.

If she says no or makes an excuse she is not interested.

If she says makes an excuse or something BUT says how about <insert a time she is free> then she is interested but is busy that day.

Ah. Hmmm. Sometimes people are indecisive and would enjoy themselves if they go do something but don't like the idea of actually going. Maybe she is in the same spot.

I'd say it's not weird for you to ask her if she'd like to go with you.

If she thinks you're joking just assure her you're serious and would love to spend time at the event with her.

If she refuses without a good reason or without offering another way to hangout "coffee/lunch" etc I'd think it's safe to say she isn't interested

Have a plan to already do something either by yourself or with friends. It doesn't have to be anything major. Local music events are nice, or even just hanging around a mall. Then ask her if she'd like to join. The idea is that you're going to go do something anyway and you're inviting her along.

"Hey, they're gonna have live music at X tonight. I've been to a few events like this before, they're pretty fun. Wanna come?"

"I'm going to the mall this weekend, gotta buy a belt. Figured I'd hang around for awhile since I'm there. Care to join? I was thinking of grabbing lunch."

The mall is one of my favorite places for first/second/third dates because there is always something to talk about even if its just people watching, and you can see what stores she wants to look at to learn more about her. Plus she will usually see something she likes but doesn't want to spend the money on/can't afford, and then you just found a good gift to buy her later.

That's my two cents. Shop local.
