Like, what makes it worth the three attune slots? Like how the Old Iron King DLC is about sorcery excelling (not just from magic damage but also things like aural decoy and fall control being a huge deal there...but also with the exception of the first optional boss) and the final DLC is a mix mostly of dark and fire excelling. I havent seen more than one at the same time. There are areas where the pursuer spawns multiple times (I think 4 in lost bastille). Like you might as well just remove the item at that point. I've never used it... I find it super easy to farm human effigies from the dogs by mcduff. Like, I have ~40 of them now and have no problem using them.
