Is it ever reasonable to ask for a promotion?

If you know you're deserving of one is it in bad taste to actually bring it up or ask about it? How often would you say it's ok to ask about it if you feel like you're being strung along?

If you're worth a promotion/raise, you're worth another job, so you should absolutely always advocate for yourself.

Yeah, absolutely. That's how you get ahead. The ones who just do the bare minimum and never ask for anything and then complain that they're never promoted are only hurting themselves. I've twice gotten promoted within my first year at the company because I push for it from the start.

Just your bad luck... to run into me.

Depends on the job

If you know there's an opening and if you know you're a fit and you know you could nail it, then there is absolutely no downside to asking.

If a boss doesn't like the ambition and punishes you for it (for whatever reason) then odds are your boss sucks ass and you should find a new one anyways

Maybe I should have asked it this way:

If you know you deserve it, are always taking on more responsibilies, pushing for more responsibility, pushing for new processes, etc and have been told numerous times in the past couple years that we're working on some new title changes, promotions, whatever, but haven't seen anything yet, how often is it ok to bring it up?

I don't think there is a concrete answer to "how often" it should be brought up.

What you can do is, next time you ask, if the guy says "we can't right now but we're working on it," make sure to ask when a good time to reconnect is. That way you can hold them to it when they say "check again next month" or whatever.

Somewhere between quarterly and annually.

If you know that there's a open position and you want it, you have to bring it up with your supervisor because if they don't know that you want to advance within the company, they likely won't promote you.
