It is. Some voices are better than others, but the game is fully voiced from the narrator to the most minor of NPCs.

Yeah, it's their most ambitious title since DW6. Probably moreso than that.

6 was ambitious, but it had to compensate somewhere. Unfortunately, people focused on the cut characters and clones, and Koei just rolled back on everything that 6 did right.

6 had the best battlefields of any DW game and some of the best features, some of which never returned.

9's in a sort of similar spot, sadly. The whole situation revolving around the cut movesets is pretty toxic among the community.

Okay, so mostly everything's fully voiced. I heard the narrator and some of the townspeople and assumed everything else was as well.

Some of the generic battle dialogue only had an accompanying grunt or blank phrase with it.
