Where I live, winter weather starts around mid November and lasts until the end of March, with December, January and February being the worst of it.

By the time February rolls around, the shit weather has 'overstayed its welcome' if you know what I mean. And it's not like March where the weather starts getting warmer and days start getting longer - it's still cold, dark and snowy.
