From the perpetrator? Sure, you could file a civil suit. As the old saying goes though, you can't get blood from a stone. If the person is rotting away in jail and has no assets, all you got were some expensive lawyer bills and a piece of paper that says you're owed money you'll never get. If the perpetrator happens to have money though, you could end up actually getting something. So it's a case-by-case thing.

From the government? No. That's not the governments job.

Taxation is theft. Government money is our money. You donate if you feel they deserve it, but don't expect others to be forced to donate.

Besides, pardon the unintentional pun, but you're opening a whole new can of potential abuse.

It doesnt make what happened okay or right, and it doesnt make the way its handled okay or right.

If you give money, people will take the crime even less seriously. people already dont discuss it realistically, they already make jokes about it, and they already often let the assailents out for good behavior or let them walk [usually when white people assualt someone, very rarely for black people and obviously idk about Asian or Mexican or any other people because its harder to find data on anyone who isnt white or black], so people saying oh nice you have money! Would just make things worse especially since you can keep your name from the news and newspaper if you wish (though many dont know that, one of many reasons so much rape goes unreported) so the influx of money and etc would be harder to keep anonymous and more people would have to know.
