But on topic there are some reasons for him to hold his ult the whole game:

1) He has been waiting for that perfect chance to use it during a team fight when a team finally decides to rally together push or hold.

2) He is waiting for a powerful DPS ult, most commonly Genji's, to activate so he can counter ult.

3) He is being TOO conservative with ults because he is afraid of losing it.

Also Jeff mentioning reworking Scatter Arrow gave me hope in the dev team because the community has been bitching about it for more than a year now.

There were multiple instances where we needed it during big pushes and he seemed perfectly fine with not using it when the enemies used their big ults. He held it until, literally, the last 10 or so seconds.
