Conventional weapons are pretty devastating too any no country wants to suddenly risk being targeted by all these cruise missiles and stuff. But anyway, it doesn't matter because this won't happen anytime soon. If everyone else gives up their nukes, being the one country that cheats and keeps nukes has a big payoff.
