The game is a jumbled mess. Of all the complaints you can muster about the game, "She's underage when you don't see her naked" is not one of them.

That's like being boiled in oil and complaining that there is graffiti on a blank wall behind you when there isn't

Tbqh they may not have even made that model. I seriously doubt they would pay someone to sit there and put that much detail into a naked body you're not supposed to see. They probably just bought the 3d model because the character still needed a full proportional body, and stuck their model's head on it.

The entire point of David Cage "games" is to be an "interactive storytelling experience" more akin to a movie. The stuff David Cage wants to do as a film but he lacks the talent.

Nudity and sex are in movies (and games infact) about drama all the time. The idea that it planned to have sex, showers and nudity in the script is not unlikely at all.

When the art guys (which would have been like 12 people) were told among a dozen other things to make a naked model, it probably really didn't seem that strange at all.

I mean think about it, if it was really made for perverted reasons for Cage's personal use like you're implying, why is it even in the game at all?

The only "adult drama" game I can think of that had a nude model without breasts was Life Is Strange and I think that was just because they were working off a pre-existing underwear model and were being lazy.
