I have fish that looks dead, he is at the bottom of the tank not moving. However when I try to take him out he jumps back to normal and stays normal for about an hour.

Is it anything I can do for this guy or is he just about to take the long fish nap.

If he was dead he would be floating. Being at the bottom is normal for certain fish.

He is a blue gourami, and this doesn't seem normal he is like flat on the bottom side ways.

No, that isn't normal at all for a gourami. They are generally mid-tank fish and shouldn't be resting on the bottom of the tank. First thought is dropsy, which is common but generally fatal if not treated quick. When was the last time you did a water change? Do you have enough aeration in the tank like air stones or a good current?

Yeah this might help cased this.

Right now I took my Filter out(which gives a currant) to clean. I will clean that and put it back in. And I just did a water change today, after teh water change is went he started acting odd.

You remembered to dechlorinate the water you put in? If you have anything like melafix or pimafix, try a half dose but keep the filter cartridge out of the filter for a couple days. Unfortunately, if he's bottom resting on his side, most cases in my experience is he likely won't make it. Also check your heater and temperature, make sure the heater hasn't malfunctioned or broke and there hasn't been a dip in temperature.

You might want to look into getting a cheap 5 or 10 gallon kit online, usually you can get an acrylic one with filter and light for under $50 and run it empty. When you get a fish that's acting off or gets diseased, you can move him to that hospital tank and treat in there, that way you aren't treating your entire system for one fish. I'd avoid anything chemical ever, melafix and pimafix is natural and primarily tea tree oil which is good against bacterial infections.

Purigen is a really good filter media, it's about ten times as effective as carbon, lasts longer, and can be recharged to last over 6 months. If you use a canister filter, you should check that out. It reduces nitrates on top of helping water clarity. You can always PM me with questions or issues, i've kept fish most of my life and worked at a fish store for like 7 years.

like, in the sink? if you did that, the chlorine probably killed all the beneficial bacteria in the filter media, unless you live off a well.

what kind of filter do you have anyway? is the tank properly cycled?
