Or can also be used to describe something which doesn't advance the core story >_>

However, in the more general sense, it *may* make sense to start a series with original content when the source material has issues.

Because it exists in a world where a Fullmetal Alchemist anime already exists, and that anime mostly faithfully followed the beginnings of the manga. Having an entirely original first episode tells those who viewed the prior adaptation "Don't worry, it's not just a retelling, this is something new."

it wasn't that much of a filler though. the whole time the ice alchemist was talking about the homunculus conspiracy and trying to warn them, iirc.

i've always thought of filler as episodes that (though not necessarily bad) aren't in the source and could be cut out entirely without any effect on any important parts of the story.

Episode 1 of Brotherhood fits that definition perfectly. Its long-lasting effect on the series amounts to people offhandedly saying "Hey remember when that ice guy did ice things." There's no narrative impact.

It was essentially a filler, but it does foreshadow some events or concepts, and introduced a decent chunk of characters (some of whom played different roles in the original anime or didn't exist in it).

Yeah, the word "filler" applies more to shows like the aforementioned Naruto that added new side stories as a means to keep the series active when they get too close to the manga, which updates less frequently. Fullmetal Alchemist took a totally different approach.
