Preventing ICE from investigating possible immigration violations is most definitely interfering. If it turns out the person or persons being investigated are illegal immigrants, that interfering becomes aiding and abetting.

No it's not. You aren't required to help law enforcement unless they have a warrant or subpoena. If they do have a warrant or subpoena California law let's you help them out.
