Preventing ICE from investigating possible immigration violations is most definitely interfering. If it turns out the person or persons being investigated are illegal immigrants, that interfering becomes aiding and abetting.

Blame asshole employers that this had to be a law, not federal law or California.

Deportation has basically become something weaponized for when your illegal workers actually start hurting your bottom line, as opposed to... well, a tool of the government.
