Not asking whom to blame. Just asking what exactly can't these parties agree on that's causing this.

The wall is the reason why people are against the bill. So shut the government down because we don't want the wall.

The debt ceiling is a thing that they made up which applies a statutory limit on how much debt the government can issue. It will be reached tomorrow at midnight, at which point no new debt(bonds) can be issued, and the government must run purely on what revenue it gets. This leads to the suspension of all services of deemed "non-essential", as well as all payments to government workers(salaries, etc.) except Congresspeople(IIRC).

The current hot potatoes are Trump's demands for funding for his wall, Democrats demands to extend the protection Obama granted to so-called dreamers(non-citizens who have, essentially, lived their entire lives here) and SCHIP(health insurance for children). Conservative Republicans want to drastically reduce the amount of immigration, and probably also want to sneak in something to hurt Obamacare, because that's what they do.

In spite of controlling both the House and Senate, there doesn't exist a bill which enjoys enough support among Republicans to pass both chambers, so Democratic assistance is needed. It's also unclear exactly what Trump wants.
