There was no reason for this cause Cell can regenerate anyway.

I don't really see the argument of why Destructo Disc should always cut in all situations against strong opponents in the first place. It's like the equivalent of a shuriken going through plate mail.

Why was that? Because he wants that attack to cut through everything and ignore power levels.
