I've smoked with the upstairs neighbors when the landlord was present, including instances when he himself is also partaking. It's pretty awesome. He'd probably be okay with me growing a small amount for personal use too if I wanted, so long as the plants weren't so aromatic that they could be smelled in the other units/common areas/rest of property.
