I suspect that the mods and admins believe Ico would just come back with a new account if they did do anything with his account. The only way we'd be rid of him is if another Paradiso situation happens that leads to Ico moving to another forum.

Until enough of the girls complain to the moderators, I think it seems easier for them to continue ignoring the ICO problem, altogether.
You would think they'd get tired of the problem coming up year, after year.. ICO, stalking/pestering a female here. But it's excusable, because he has Aspergers; so nothing happens. Hence he's become PotD's (vastly less successful), Harvey Weinstein.

Honestly the best way to deal with it is to make a topic about it each time he does that so he has to deal with the way he is behaving because then he will hear from everyone that his behavior isn't appropriate.
Reporting it to the mods each time it happens means that action will have to be taken.
If there are tons of reports then they won't be ignored because there will simply be too many to ignore.

The major issue is he's smart (lucky?) enough to keep it all in PMs, where most don't bother to post or report, because I feel like most forget about the report PM feature and are too scared to call their harasser out publically. He's truly despicable.

Yeah, but how will we accomplish that? We don't monitor people so heavily to the point that we almost instantly know when there's a new female on the board like he does. We probably don't even know half of his victims. And it's not like they'll know who he is or know to post them publically. I just know of this one case specifically because she is one of my friends, and like I said I will not tolerate that sort of shit.
