I've done a number of buys and sells over the course of the year, but as of right now I'm at a net loss. Do I need to report that? Apparently Coinbase is only sending official tax forms to people with over $20,000 worth of transactions which I'm nowhere near.

Yeah pretty much. I always sell at the wrong time because I'm a cuck. Last week I fucking sold everything at its lowest point and then bought back in a couple days later, just fucked everything up.
