Palpatine pulled strings to gradually turn the Republic into the Empire

The New Order was formed by Empire remnants and extremist politicians with a lot of money and help from Snoke. But yeah they managed to hide and build power because the New Republic was too divided and broken to handle anything.

I just saw an angryjoe video where he explain in the graphic guide that's exactly what they did.

They were in "uncharted space" which is just a chunk of the galaxy

the whole galaxy isn't charted. and some parts are charted by some groups but not all. like in The Old Republic era, the sith empire does not know where the Jedi homeworld, Tython is. And likewise, the republic can't find Korriban, the Sith homeworld.

I didn't play TOR but if they followed what was set-up by KOTOR 1/2;
- The Republic had to deal with the Mandalorian War. The Jedi refused to help. Revan and Malak rounded up some rogue Jedi and the Republic to win the war.
- Throughout this war Revan discovers the Star Forge and the threat of the True Sith. IIRC the Mandalorians were manipulated into fighting the Republic to weaken the galaxy
- Revan discovers the Star Forge and uses it to quickly form a Sith army in an attempt to unite the galaxy and prepare for the True Sith
- Malak disposes of Revan and tries to control the Sith Army and take over the Galaxy
- Malak is defeated and the Star Forge is destroyed. Revan regains his memories and travels to the Unknown Space to fight the True Sith. The Exile soon follows


So basically barely anyone knew about them because of the constant wars. That's why they could hide in unknown space.

But KOTOR and TOR aren't canon anymore anyway lol
