There's so much wrong with this I couldn't fit it into one post. If you mean the entire subplot of Finn and Rose doing their own mission, it was vitally important to the story. If you mean the three minutes where they're in the casino, then sure, maybe that could've been skipped and FInn and Rose could have been arrested when they parked illegally, but there's something to be said for worldbuilding, and the casino was hella interesting to look at.

Was it though? It seemed like it only existed to solve a contrivance the movie invented so they would have something to do. I'd hardly call it 'vitally important' to the story.

It's not important to the Resistance vs First Order/Kylo vs Rey plot that the movies focus on. But it's important in a world building sense (why is the Star Wars universe always in conflict?) and it's extremely important to Finn's character development.
