If you mean the three minutes where they're in the casino, then sure, maybe that could've been skipped and FInn and Rose could have been arrested when they parked illegally, but there's something to be said for worldbuilding, and the casino was hella interesting to look at. Was it though? It seemed like it only existed to solve a contrivance the movie invented so they would have something to do.
