In the original Fallout, I think you can convince the final boss to give up. Non-combat skills are important throughout the game also. 2 and New Vegas, and to a much lesser extent 3 and 4, are similar.
Planescape: Torment revolves around dialogue pretty much. I'm not sure if there are many on the JRPG side. Some like SMT/Persona have non-combat elements of course, but revolve around combat just as much. ... Copied to Clipboard!

Alpha protocol IIRC allows you to stealth/hack past anything you can't convince to leave you alone, same as the original deus ex.

That's the case for pretty much every game, but I was mostly thinking of games where non-combat skills play a large part, rather than ones where they can be used exclusively, as those are extremely rare.
