Sometimes it is necessary to define or describe something that goes without saying just to establish a baseline. Its been made painfully obvious that the disproportionate response to his comment completely justified it. Because those people clearly have a different baseline and imply that they do look at sexual misconduct as a binary system.

That's not really what he's saying at all. He's saying the approach for how perpetrators of any kind of sexual offense are prosecuted should be relative proportional to the severity of the offense.

Basically, he's addressing a penchant for a certain type of person who labels everyone from "that dude who once groped a woman while drunk" to Harvey Weinstein as rapists of equal offense and guilt.

Yeah but even by his own admission, it is a somewhat binary system. He's agree that all of it needs to he completely eradicated. It's like going out of your way to say randomly punching someone isn't as bad as stabbing or shooting them. He's not wrong but just why? There should be zero tolerance for any of it. It gives off the impression that you're trying to downplay the significance of those lesser things by comparing them to something greater, which is something you can do about anything.

Perhaps he's trying to make the argument that in the case of sexual harassment like a random ass slap that it's possible to find redemption whereas with straight up rape that it's not?

It doesn't go without saying. That's why he said it. People like Al franken getting lumped in with hsrvey Weinstein are proof of this. Hell even what Louis CK did doesn't deserve to be compared to that.

I'm not making the assumption and I don't think that, I'm just saying that's what people getting upset by it are going to assume. That you're comparing it to something worse to try to downplay the significance of it.
