Well, an ambulance does have the ability to provide medical care on the trip. Though in most cases that's not necessary and it would be a waste to call an ambulance for the trip to the hospital.

Uber driver here.

If I ever get a ride like that I'd refuse to take it. Something goes wrong and you're gonna be completely responsible in everyone's eyes.

In Sweden it's free in many counties, but in my county they changed it to give it about $40 fee. Because so many ppl use it for useless things, it has lessened the useless calls.
