SR2 wins simply by its city alone. Stilwater has beaches, suburbs, ghettos, industrial areas, a trailer park, high-class zones, a university etc with several types of peds that appear predominantly in one area and much less or not at all in others. Steelport is a cut-and-paste environment of skyscrapers, dilapated apartments, factories, and rickety homes, populated by insipid and characterless peds.

SR2 was still really wacky.

None of the games were serious or realistic. Stuff like Insurance Fraud was always there.

I think SR2 had the best balance though since the villains were still a threat.

They were all good, but I prefered 2 and 3 over 4's Matrix story. (Gat Out of Hell was pretty good too even if it was just a rehash of 4, in a different setting)

I need to play those again.

1 & 2 really weren't that serious. They were like the spiritual successor to the PS2 GTAs, since GTA4 went overboard with the gritty/realistic stuff.

I gave up on the whole series after playing a few hours of 3, though. The humor seemed like it was aimed at 10-year-olds.

This. The side missions were goofy, but the story itself was deathly serious. GTA never had the antagonist drag someone around behind them in their truck. Or seriously bury someone alive. Or have someone point out that while your character is fighting evil gangs, they're really not any better than the evil gangs.

That aside, SR 2 was one of the bigger dark horse treats I've ever played; was more GTA than GTA 4 and likely still has the best character creation system in modern gaming. 3 and 4 would have some big shoes to fill. Plus I heard they cut out fun diversions like Fuzz and killed off Johnny Gat in the opening act of 3, so...that's not a good start.

I think I like 3-4 more. I don't even factor in the story cause I didn't know I was suppose to care about the story. Im just waiting to get back to the fun as hell gameplay

But seriously, had they tried to remain serious, the game would have died out a long time ago. They knew they couldn't compete with GTA, so they decided to take a different path, and it worked. The games are insane and over-the-top, but I respect that.
