As late as 1995, all seven have come under the possession of seven different countries:
-United States
-Japan
-Germany
-Nigeria
-China
-Russia
-Brazil

Nearly everyone on Earth are aware of the Dragon Balls, and that collecting all seven would allow you to summon the Eternal Dragon to grant any one wish (we're going with one wish here), though the last time he was summoned was about 1,000 years ago.

How would this affect the world's politics? Both the countries with a Dragon Ball, and those without any?
