A lot of RPG's have a to-scale overworld but none of these tend to be turn-based. In the turn-based ones, your characters are generally the size of a city on the overworld. I'm guessing this is because you can't just ignore random battles, but also not every turn-based RPG does have random battles.

What do you guys think?

I get what you're asking, but I feel like turn-based battles lose the immersion that is one of the main appeals of an open world.

why not simply have your characters get into random battles with cities?
