As far as I'm aware, they have to pay him minor league money because he's under 25, but they can put him on the MLB roster as soon as they wish.

He could play 1B or an outfield position when he wasn't starting, but yeah DH would be much easier

i think you'd have to forfeit the DH in the AL, meaning potentially needing multiple pinch hitters once he comes out, so they probably won't do that.

Rule 6.10 of the "official rules" of Major League baseball states that the option of letting the starting pitcher hit is allowable, but he is still designated as pitcher and NOT as DH. And if this option is exercised, to let the pitcher bat instead of using a DH, the team may not use the DH position at a later time in the game...if the pitcher is taken out, he must be replaced with another pitcher (although, of course, a pinch hitter can still be used in the interim once he is taken out). Once any player is removed from a game, he is not allowed back in.
