they are arguing over pay-fors that both sides have refused to budge on for political purposes -- both sides are using it as a bargaining chip

instead, they could negotiate with the GOP over acceptable ways to raise funds or cut costs elsewhere

for instance they would not allow medicare recipients who have more than 500k a year in income to have cost-sharing raised on them to help fund chip, even though that represents a massive transfer in wealth from the rich to the poor
