There is no such thing. Everyone develops an accent of some sort based on how people around them talk. There are subtle differences in how things are commonly pronounced throughout different regions in countries/areas that speak the same language.

A "no accent" (as ridiculous as it is) is still an accent. Imagine if the New Zealand accent was as prevalent as this "no accent", then that'd make the New Zealand accent the "no accent". In that scenario, the "no accent" TC alludes to would be the typical and distinct accent of <region>.
