Lots of corporate meddling, but not sure if the game would've turned out good anyway. It started as a western reboot of Sonic with redesigned characters with a vastly different (and more serious) storyline, and was gonna be about the origins of Sonic. Sega turned that story idea down because Sonic Team wanted to explore Sonic's origin story by themselves at some point.

That's...curious. So they already have that particular story on the backburner. But either way, around the time of the game's development Sega wanted to make another Sonic TV series so they mandated the game be worked around to be a tie-in, with a more lighthearted joke-y story, and used those redesigns for the cartoon. The rest is history.
