The Parole Board approved his release as Board Chairwoman Adrianne Bennet says it may be a month before "one of the state's best known inmates" is freed.. She said his freedom in no wy is an absolutioin or an act of forgiveness..She said that the convicted killer is not a threat to the community and is ready to "contribute" to society. His attorney maintains as well that he was INNOCENT of his crimes He was convicted in the 1979 rape and murder of 15 y/o Michelle Kline and the murder of her mother, 44 y/o Toni Kline. But 2 days before his execution, Governor Douglas Wilder commuted his sentence after questions were raised about his guilt Toni Kline was found stabbed to death on the bathroom floor and her daughter was strangled to death after being raped. Joseph walked over to the sheriff's deputy eating breakfast at a diner and CONFESSED to the murder..and he confessed FOUR more times during interrogation but inconsistencies in his story conflicted with parts of the crime scene Joseph did not remember killing them but assumed he was guilty upon finding the bodies and fled. In conclusioin there was not enough credible evidence supporting the conclusion that he murdered the victims but there's evidence supporting the conclusion that his confessions were false. Joseph has been a thorn in prison as he advocated on behalf of inmates as a prison lawyer and helped 6 death row inmates FLEE, though he did not flee himself..they were later recaptured in 1984 Do you think people on death row should ever be granted parole??. But I don't know much about the case or law. ... Copied to Clipboard!

I don't know much about this case, but he served 39 years in prison for two murders he might not even be guilty of.
Anyway, he's a different person at age 59 after almost 4 decades in prison compared to the 20 year old drug addict he was. Having him in prison is not helping society at all anymore. He's not a threat. And having him serve more years won't make it more of an example to discourage other people. So yes, at some point, after decades, parole may apply in some cases. The opposite system, like we have in the netherlands is worse: This guy got 7 years in prison for violently raping 2 children and 5 armed robberies. On his first day as a free man (unmonitored) he raped and killed a 16 year old. ... Copied to Clipboard!
